do not think that that the volume of oil is critical but the volume of air above the oil is. You need to measure from the fork top to the oil line for exact air volume. Think it is fork compressed and spring in but not sure of the air gap distance down.

Spring needs to be out.

Also, just spoke to Wilbers, when replacing fork cap on damper rod, a correct number of rebound "clicks" needs to be dialled in before screwing the cap back on, then bringing the lock nut up.
